委任5等~簡任10等 衝擊最大

    這波公務人員退撫改革，影響最大的將是委任五職等到簡任十職等的公務員。退撫司司長呂明泰指出，外界以為公務員所得替代率超高「元凶」都是高官；事實上，高官的所得替代率皆落在六成到八成間，而委五到簡十的公務員因為本俸內涵偏高，因此所得替代率反而居高不下，是這波主要改革對象。根據銓敘部資料，改革後，委五到簡十公務員，所得替代率將降至六成至七成。
